A low U-rating means that heat flows slowly through the window and provides better insulation. To look this up, the National Fenestration Rating Council (NFRC) has a rating system as it relates to most windows.
When it comes to insulation, vinyl framing is usually the best. Insulated vinyl framing protects against heat transfer and air leakage.
